The two criteria are weighted equally

NSF assesses every proposal against Intellectual Merit and Broader Impacts, and reviewers are instructed to address both. Applicants trained in a research culture that treats societal benefit as an afterthought consistently under-invest in the second, and it costs them.

Intellectual Merit asks whether the work advances knowledge: is the question important, is the plan sound, is the team qualified, are the resources adequate, and is there genuine creativity here.

Broader Impacts asks who benefits and how. Not aspirationally, NSF wants activities, resources, and a way of knowing whether they worked.

Broader Impacts is where proposals are lost

Most weak Broader Impacts sections share the same three faults.

They are generic. "We will disseminate results through publications and conference presentations" appears in a large share of submitted proposals and distinguishes none of them. Publishing is what researchers do; it is not an impact activity.

They are appended. Written last, in a hurry, describing activities disconnected from the research and unsupported by the budget. Reviewers notice immediately, because there is no personnel line and no partner named.

They cannot be assessed. No evaluation method, so there is no way to know afterwards whether anything happened.

A strong section inverts all three. It names specific activities with identified partners, a particular school district, a named community organization, a defined undergraduate cohort. It is resourced, with a budget line and a person responsible. And it states how success will be measured, with the same seriousness applied to the research evaluation.

Done well, Broader Impacts is also the most defensible part of your proposal, because it is the part where you can make concrete commitments a reviewer can verify. PAPPG compliance is enforced, not advisory

The Proposal and Award Policies and Procedures Guide governs format and content, and NSF applies it through return without review. A proposal returned on formatting is not scored, not discussed, and not reconsidered that cycle.

The recurring causes:

  • Exceeding the project description page limit
  • Non-compliant font, size, line spacing, or margins
  • A project summary that does not separately address both review criteria under their own headings
  • Missing required documents, most often the data management plan or the mentoring plan where postdocs are involved
  • Biographical sketches not in the current required format
  • Budget justification exceeding its own page limit

We run a compliance pass against the current PAPPG before submission. It is unglamorous and it is the cheapest insurance in the process, because the failure mode is total.

What we cover

Project summary. One page, with Overview, Intellectual Merit, and Broader Impacts under separate headings. It is written last and it is read first.

Project description. Drafted or substantially edited, structured so both criteria are addressed explicitly rather than left to be inferred.

Data management plan. A required document that applicants routinely treat as a formality and reviewers increasingly do not.

Timeline

Ten to twelve weeks before the deadline.

Broader Impacts is what drives that. Securing a genuine partner commitment means working to another organization's timeline, and a school district or community partner cannot be recruited in a fortnight. Proposals started at five weeks reliably produce a generic Broader Impacts section, and experienced reviewers read that as a signal about the seriousness of the whole submission.

Why flat-fee, never commission

We quote a flat fee before any work begins, and never a percentage of the award. Contingency pricing violates the GPA code of ethics, and proposal preparation costs are generally unallowable under federal cost principles regardless.
